Emma’s cereal box sat on top of the refrigerator. A stack of papers rested beside the recycling bin.

I filled a glass.

Then I noticed an envelope partly hidden beneath a flattened cardboard box.

The return address caught my eye.

Oregon Department of Human Services.

My first thought was Olivia.

I set down the water.

The envelope had been opened.

Gerald and Marlene Hart were listed as the recipients.

I looked toward the living room.

Nobody was watching me.

I pulled the envelope free.

Inside was a multi-page letter.

The first page referred to Olivia by her full name.

The second contained language about placement.

My pulse began to quicken.

I read faster.

Olivia’s mother had not simply entered rehabilitation.

That was the story we had been told.

According to the letter, she had relapsed after leaving treatment, disappeared from a supervised halfway program, and failed to comply with multiple requirements related to maintaining custody of her daughter.

A permanent placement decision was approaching.

I read the paragraph twice.

Gerald and Marlene had applied to become Olivia’s permanent guardians.

I felt no anger at that part.

If Olivia’s mother could not care for her, somebody needed to.

Then I reached a highlighted section.

The yellow marker was unmistakable.

It described a required inspection of the proposed home.

Adequate living arrangements.

Long-term stability.

Private sleeping accommodation suitable for a seventeen-year-old girl.

I stared at the page.

Then at the ceiling.

Directly above the kitchen was part of the second floor.

Emma’s bedroom was the largest secondary bedroom in the house.

The guest room was smaller.

More importantly, Gerald and Marlene did not own this home.

Yet they had apparently represented it as the place where they intended to provide permanent housing for Olivia.

I continued reading.

There were references to documentation of household arrangements.

Proof of residence.

Follow-up assessment.

Then one line made my stomach turn.

Financial assistance associated with approved guardianship placement.

A monthly support payment.

Not enormous.

But regular.

I heard Marlene laugh nervously at something Officer Pierce had said.

I looked down at the highlighted paragraph again.

The room.

The inspection.

The guardianship.

The payment.

Suddenly, Emma’s grocery bags were no longer the result of an argument that had gone too far.

They were part of a plan.

I carried the letter back into the dining room.

Gerald saw it first.

The color left his face.

Marlene stood so quickly her knee struck the coffee table.

“Where did you
